I have laid before My Lords 219
Commissioners of the Admiralty your confidential letter
of the 14th May, 0.8163/26, forwarding a copy of a despatch
from the Governor of Hong Kong submitting proposals for
the formation of a Hong Kong Division of the Royal Naval
Volunteer Reserve.
I am commanded by Their Lordships
to request that you will infom the Secretary of State
for the Colonies that they cordially welcome the se proposals and highly appreciate the wish of the Colony of Hong Kong to share in the naval defence of the Empire.
The details of the soheme have been discussed, as suggested
by the Governor of Hong Kong, with Commander G.B. Hartford,
D.S.O., R.N. and My Lords will be prepared to assist in
the formation of a local naval force at Hong Kong on the
lines indicated below.
The proposed local force would be raised in pursuance of the powers given by the Colonial
Naval Defence Acts 1865 and 1909 and it is understood to
